It is only those on higher incomes or those with no children to support, that can afford to think about people half way around the world. The number of people suffering from a lack of clean water and related illnesses only ever seems to rise and yet schemes like this have been in place for many years. Is it just the increasing population that drives the figure up? i.e. more people but in a decreasing number of geographical locations or some other factor such as migrating populations that keeps the number of people with no water high?
